What is CIMII?

The Canadian Index for Measuring Integration and Inclusion (CIMII) is a national benchmarking and data-visualization tool that tracks how immigrants are faring relative to the Canadian-born population. It provides policymakers, researchers, settlement service providers and community leaders with accessible evidence to support policy development, program planning, evaluation and investment decisions.
The CIMII views integration as a dynamic, two-way process involving both immigrants and the communities in which they live. It measures relative parity between immigrants and non-immigrants aged 18 to 64 across four interconnected dimensions: economic, social, civic and democratic participation, and health.
Using comparable data from 1991 onward, the CIMII identifies changes over time across Canada's 10 provinces and 41 census metropolitan areas. Its indicators and interactive tools help users compare regions, monitor progress, identify persistent disparities and better understand where integration outcomes are improving or falling behind.
By turning complex data into clear and actionable evidence, the CIMII offers a credible framework for assessing immigrant integration and supporting more inclusive and equitable communities across Canada.
The index was originally called the Canadian Index for Measuring Integration (CIMI), and has since become the Canadian Index for Measuring Integration and Inclusion (CIMII), a shift from measuring integration alone to also building a framework for measuring inclusion. The two reports below set out how that framework is being developed.
